Managing Director of the Council of Great Lakes Governors of the United States of America –  Representing in Argentina the Governors for the States of: Ohio, Indiana, New York, Minnesota, Wisconsin, Pennsylvania, Illinois and Michigan. 

Main Responsibilities: 

Responsible for the development of new international business and investment attraction between Argentine companies and Council member investors. 

Advisor to privately held US companies on issues related to direct investment, merges and acquisitions, selection of local partners and local distributors.  Focus on interaction with local Government officials at Provincial and Federal level. 

Organizer of new ventures and international business development with US Companies in relation with Argentine companies in different industrial sectors, with main focus on: mining, agro-industrial operations, food processing, consumer goods, Telecommunications and internet related fields, Health sector and contracts related to services provided to the National and Provincial Governments of Argentina. 

Main responsible for hosting foreign delegations conformed by different levels of officials from State Governors to Cabinet members in official visit to the Argentina Republic. 

Host of US entrepreneurs in visit to Argentina, mainly working with members of the Council of Great Lakes Governors.  US companies seeking local representatives and Partners. 

Permanent source of information and referral on economic issues related to Argentina for Council members, including Governors and State Secretaries, on issues related to MERCOSUR (Common Market of the South) and the Free Trade Agreement of the Americas (FTAA) impact. 

Speaker at different events in Argentina and in the United States on issues related to bilateral trade. 

Managing Director on all administrative issues for the Council Office in Argentina. 

Travels frequently to the US and within Argentina on export promotion and investment attraction events.

Director of the Office of the Governor of the State of California in Argentina, Brazil and Chile (August 2000 – July 2002:) 

Main Responsibilities: 

Responsible for the export promotion of the State of California products in Argentina, Brazil and Chile. 

Responsible for implementing the Small and Medium size companies export program in Argentina, Brazil and Chile. 

Coordinator of all the activities that the State of California had in Argentina, Brazil and Chile on issues related to export promotion, cultural relations and educational activities. 

Designed and implemented the program for the promotion of Agricultural products in the region, participating in trade shows and expositions in Argentina, Brazil and Chile, been responsible for the set up of the California pavilions and booths in more than 30 locations. 

Drafted and implemented the award wining program “Visit California” for Argentine entrepreneurs interested in investing in California.  As par of this program, Mr. Porcel conducted 8 successful trade missions to California.
 
As a result of this program Mr. Porcel was awarded the two performance awards by the  California World Trade Commission and the City of Los Angeles. 

Founding member of The Golden Bear Society in Argentina, Brazil and Chile for the promotion of California. 

Permanent working contact with Federal and Provincial Authorities promoting California and defending Californian companies interest in the region. 

Press contact and promoter for the State of California in the region.

Commercial Specialist – Provincial Outreach Coordinator – 
US Department of Commerce. US Embassy Buenos Aires. (March 1997 – July 2000) 

Main Responsibilities: 

Charged with all export promotions of US Companies in the Argentine Provinces including investment attraction, company relocation and site selection. 

Permanent contact with Provincial authorities from the Governor level to Province Secretaries and Cabinet Members. 

Responsible for the organization of trade shows and trade seminars in all the Provinces 

In charged of the coordination of all events and agenda of US Official visitors to the Provinces, including visits from Secretary of Commerce, Ambassador, Senators and US State Governors. 

Drafted speeches for US Ambassador in official visit to Provinces 

Speaker at US sponsor events on issues related to trade, commerce and Investment in the Provinces 

Coordinator of the Y2K crisis program for Argentina sponsored by the US Embassy in Buenos Aires.  Permanent contact with the Federal Government and Provincial Governors in reference to the Y2K expected crisis.

Information Center Coordinator at The American Chamber of Commerce in Argentina (AMCHAM)- February 1993 – March 1997: 

Main Responsibilities: 

Responsible for the attention US companies interested in doing business in Argentina, on export related issues and investment attraction. 

Attention to more than 40 Argentine and US companies per day on export and investment related queries.  With special focus on Custom issues, export finance, none tariff barriers, insurance and commercial information on prospective partners in Argentina. 

Speaker at AMCHAM events on trade and investment related issues. 

Organized and coordinated logistics for trade shows and seminars for AMCHAM. 

Participated in the organization of US official events and visits.  Most significantly acted ion the visits of two US Presidents: Hon. Bill Clinton and Hon. James Carter. 

Designed and implemented the INFOCENTER program for AMCHAM members using internet.  Due to the success of this program in Argentina, Mr. Porcel was invited to instruct and assist in AMCHAM Sao Paulo and AMCHAM Mexico the two largest AMCHAMS in Latin America.

Squire, Sanders & Dempsey (International Law Firm) 
WASHINGTON DC. – United States of America (1989 – 1992) 

Main Responsibilities: 

In Washington DC, where Mr. Porcel resided for more than 10 years,  was Legal Researcher at Squire, Sanders and Dempsey.  Among his responsibilities Mr. Porcel worked on the privatizations of CAN-TV (Venezuela), Argentine Airlines (Argentina), COMTEL – Basic Cellular Telephony Company (Venezuela), y National Telephone Company  (Hungary), assisting law firm with legal research of domestic legislation and assisting clients on the attraction of 
foreign investment , technology transfer agreements and in the development of residual companies administered by foreign Governments..
